SHOULD LDC/UDC'S PAY GRADE INCREASE COMMENT PLEASE?????

LDC
Educational Qualification : 12th Standard with typing speed 40 wpm/ Knowledge of operating
computers
Mode of Selection: By highly qualified examinations conducted by the Staff Selection
Commission.
Duties prescribed : Doing the work of various sections of Administrative branches of the
Office, operation of computer, noting/drafting on the matters of the
section dealt. Doing Accounts work, Income Tax, Budget work etc.
And all the work assigned by the officer from time to time.
1. Lower Division Clerks in the Central Government Office have been appointed through Staff Selection Commission by conducting highly competitive examination.

2. Major Departments have upgraded the post by granting 4000-6000/4500-7000 pre-revised pay scale through cadre restructuring.

3. The pay band of Group D, LDC & UDC are same. The status of one particular post in the Sixth Pay Commission is considered by grade pay. The grade pay of LDC is Rs. 1900/ whereas a group D getting MACP will be placed in a grade pay of Rs. 2400/. This is highly demoralizing.

4. In the subordinate offices viz NSSO, LDCs have been allotted major sections/work viz. Establishment, Accounts, Budget, Income Tax, Store etc., worth to do by Assistant and Office Superintendents(grade pay 4200) with the responsibility of noting & drafting of the respective seats. (Please see work allotment to the LDCs by some Regional Offices of NSSO in Annexure I to IV). Moreover, several of the Ministerial Cadres in the offices of Government of India especially in the smaller offices are lying vacant, the duties and responsibilities of the such posts has to be forcibly shares by the staff on roll in public interest which ultimately falls on the shoulders of LDCs/UDCs.

5. The LDC/ UDC in the Central Government offices especially in the smaller office are highly trained to handle computers, the offices who got trained them to handle the computers have not bothered to recommend the upgradation of their scale/grade pay at-least to the minimum of the EDP staff. The working of the EDP staff and LDC are different. The EDP has only to enter the data given to them into a specific programme where as the LDC has to create data/letters in connection with sections allotted to them and type(including typing it by creating minor programmes in the MS Excel etc) it in various software applications.

6. A comparative study of the duties and pay scale granted to group D and LDC during 5th & 6th Pay Commissions are given below:

Group D
Educational Qualification : 8th Standard
Mode of Selection : By local offices from the list of candidates supplied by the EE
Duties prescribed : To carry messages, papers, registers, files, circulars, letters etc. from
one place to another inside office or outside. To affix stamp on
letters/parcel. Assist Dispatch clerk. To attend officers etc in connection
with their official duties

IN UTTAR PRADESH GROUP D STAFF PAY SCALE IS HIGHER THAN LDC. THEY ARE GETTING 2000 GRADE PAY.

There are many discrepencies in grade pay by 6th cpc. The govt. should take necessary steps to resolve it earliest. it affects work environment. how the govt. does expect a ldc to be honest when junior is drawing more. it is exploitation. all descrepencies are in lower grade. It is a radetapism. No gr. C staff is drawing more than gr.B or A. There are more examples: tax asst (graduation) and deo (inter) are drawing same gp and pay, insp of post only is in gp 4200.
ONLY OPTION: UNITE AND FIGHT

Currently i am working in central government department. i am ldc there. i am not against group D pay grade but government should also increase our grade pay. group D staff have no respect to me.

we do our work with grate attention but i think government is not thinking about us. let us fight for this. every one who is working as a ldc, udc, tax assistant, deo please take part in this online demonstration. i am fully agree with your post..

Me tax assistant ki post par ho. or jab se group d staff ka pay grade badha he tab se unko kam karny k liye mujh se achi table or chair cahiye. agar koi unko kuch kahta he to we bolty he ki tumhary or humary pay me kya antar he. mujhe samajh nahi ata ki government kyo hum logo ki andaykhi kar rahi he. jab me job k liye aya tha to socha tha ki tax assistant achi job he mujhe nahi pata tha ki es job se acha tha ki me group d k liye apply karta

What's a pay grade? We must think of entry pay. We must know the relation between grade pay and entry pay as per sixth cpc. Postal Asst 975 basic in fourth cpc , has long back changed to 4000 basic and now attracts gp of 2400/- being an qualification of +2. So JCM must take up the subject for gp 2400/- for LDC.

I agree with you and my full sympathy and support with you that the all clerical staff must be paid good salary as per their nature of duties and qualification.

But I completely DISAGREE with you on the sentence where you have mentioned that the "EDP has only to enter the data given to them into a specific programme where as the LDC has to create data/letters in connection with sections allotted to them and type(including typing it by creating minor programmes in the MS Excel etc) it in various software applications."

The EDP staff also come after clearing the SSC exam which is much difficult than SSC "LDC" Exam.
It shows your lack of knowledge regarding EDP and their work area on computer. The EDP is doing work of handling and managing of valuable DATA and related software/computer systems. In the current scenario, all the work is doing on digital format, web based and server based. These work required highly responsibility and knowledge with technical skills.

Today's EDP staff must have knowledge of the above said work and as well as has to do LDC / UDC Job also.


EDP Selection

Qualification: Must be a Graduate with one year Post Graduate Diploma in IT/Computer.

Experience: 2 years Experience in the same field.

Written Exam : SSC

Practical Exam: Typing Speed 35 wpm and practical on computer

LDC Selection

Qualification: Must be 10th.

Experience: not required

Written Exam : SSC

Practical Exam: Typing Speed 30 wpm on typewriter

dear, Rakesh

if u r talk only exam, ldc selection process is more tough than edp and there r more competition by number of candidate. Nature of work is also variouse type in variouse branch in department.
